As JimmyRJump already said: (Almost) nothing you can do about it. Those stutters and minifreezes are a "feature" of the Creation Engine. The moment you begin heavily modding your game, the stutters start. It's been that way in "Oldrim", it's that way in Skyrim SE and in Fallout 4, too.
